2. Observe that in the 244th paragraph of the Report of the Retrenchment Committee, which accompanied your despatch of the 4th of September, the Committee recommended that, so soon as the finances of the Colony will permit of it, the scale recently offered by the Secretary of State to the Straits Settlements be extended to the Hongkong Civil Service," but with the information at present before me, I am not satisfied that the finances of the Colony can bear the additional burden that would be involved by conceding further compensation.
3. I have not yet received any detailed report from you as to the financial effects...
